(A) Assessment. The cost of any connection, repair, or restoration as provided for in any division of this chapter shall be assessed to the affected property. After the work has been completed, the Clerk shall serve a written notice by first class mail of the assessment upon the owner or his or her representative directing him or her to pay the assessment to the Treasurer within 30 days after the service of the notice. If the assessment is not paid within 30 days, the Clerk shall certify the amount to the County Auditor for collection in the same manner as other special assessments. The Council may by resolution spread the assessment over a maximum of 3 years.
(B) Notice. All notices required under this chapter shall be served by first class mail to the address of record of the property owner.
