No person under the age of twenty one (21) years shall be permitted to be on the premises of any licensed liquor establishment (other than in a restaurant, hotel or club where the sale of alcoholic liquor is not the principal business carried on) between the hours of twelve o'clock (12:00) midnight and seven o'clock (7:00) A.M. unless accompanied by a parent or legal guardian or in the course of their employment.
