It shall be unlawful for any owner or occupant of any premises located within the City to knowingly allow any person under the age of twenty-one (21) years to remain on such premises while in the possession of alcoholic liquor or while consuming alcoholic liquors in violation of Section 3-3-6-1 of this Chapter.
