3-3-4-1: LICENSE REQUIRED:
   A.   It shall be unlawful to sell or offer for sale at retail, to give away or to keep with intention of selling at retail or giving away, alcoholic liquor without having a local retail liquor dealer's license. Further, it shall be unlawful to sell or offer for sale at retail or to give away, alcoholic liquors in violation of the terms of a local retail liquor dealer's license issued by the city; provided, however, nothing herein contained shall prevent the possession and transportation of alcoholic liquor for lawful, personal use of the possessor, his family and his guests, over the age of twenty one (21) years or the service of beer and wine to residents of a retirement home in conjunction with the service of meals.
   B.   It shall be unlawful for any person to consume or be in possession of any open alcohol beverages while on the premises of any licensed business other than a business licensed by the city to sell alcohol for consumption on the licensed premises.
   C.   It shall be unlawful for any licensed business or any owner, partner, employee or agent of any licensed business to allow any person to consume or be in possession of any open alcohol beverages while on the premises of any licensed business other than a business licensed by the city to sell alcohol for consumption on the licensed premises.
