No person shall conduct, engage in, maintain, operate, carry on or manage any business, occupation, activity or establishment within the city, by himself or through an agent, employee or partner, for which a license is required by this code or by any municipal ordinance without first having obtained a license for such business, occupation, activity or establishment. The requirement of this section shall not apply to a publishing business, occupation, activity or establishment whose only physical contact with the city is the maintenance of a post office box. A. Background Checks Required: Prior to the issuance of a business or contractor's license, the chief of police or his designee shall be directed to conduct a background check on said prospective applicant. Upon receipt of the results of the background check, the director of public services shall determine whether or not to approve said business or contractor's license. (Ord. O-43-96, 9-16-1996; amd.
