Special holidays of a religious nature may be allowed without pay upon advance request of the individual employee. Requests submitted to the department head and/or Council at least one month in advance will, as much as possible, be authorized. Reasonable effort shall be made by the department head or Council to accommodate all requests submitted after that period.
