Should a reduction in the work force of the Village of North Kingsville be necessary, that reduction shall occur in the manner prescribed as follows: The Council shall determine those employees, which shall be reduced in number. Such reduction will take place solely in those employees as determined by the Council. Employees may be laid off at the time and in the number specified by the Council, in inverse order of their relative merit as established by employee performance evaluations. All part-time employees may be laid off before the probationary employees and all probationary employees before full-time employees.
