No officer or member of the Fire Department, except the Fire Chief, shall incur any liability for the Department to be paid by the Village, except by the authority of Council, and the Fire Chief shall not incur any liability to be paid by Council except in case of urgent necessity or when directed by Council. All supplies for the Department shall be purchased by the Fire Chief after having authority from Council to do so.
