(a) The Fire Chief shall have command over all members of the Fire Department and all other persons who may be present at fires, and shall have police power at all fires.
(b) The Fire Chief shall examine into the condition of all apparatus belonging to the Village and used for the purposes of the Fire Department, as often as the circumstances render it expedient or when directed to do so by resolution of Council. Whenever any building or apparatus used for the purposes of the Department requires an alteration, addition or repair, the Chief shall report the same, in writing, to Council, with an estimate of the cost hereof.
(c) The Fire Chief shall receive all returns by officers of the company and all communications relating to the Department, and shall keep an accurate roll of the company, specifying the time of the admission and discharge and the age of each member, all of which he or she shall report, in writing, to Council annually or when required by resolution of Council.
(d) He or she shall also report all accidents by fire which happen in the Village, with the cause thereof, as well as can be ascertained, and the number of buildings destroyed or damaged, as near as can be ascertained, together with the names of the owners or occupants thereof.
(e) He or she shall at least once every year, report to Council a complete, detailed inventory of all property pertaining to the Department and owned by the Village, with the condition and the estimated value thereof.
(f) The Fire Chief, or the Assistant Chief acting as Chief (in the absence of the Chief), as soon as any fire is out or under control shall order all members of the company to their quarters, except a sufficient number to guard and protect the property and surrounding premises.
