(a) The Village shall enter into a contract with the Board of County Commissioners, hereinafter referred to as the County, to provide for the administration and enforcement of the Ohio Building Code, as adopted in Chapter 1315, the Residential Building Code of Ohio For One, Two and Three Family Dwellings, as adopted in Chapter 1311, the National Electrical Code, as adopted in Chapter 1319, and the Ohio Plumbing Code, as adopted in Chapter 1323, except for the retention of certain duties of the Village as set forth in Section 1305.02
. Such contract shall further provide that the County, through its Department of Building Regulations, shall perform the services of Building Inspector, respecting the procedure and application for and the issuance of all permits, the conduct of inspections and the collection of fees, and shall act as the enforcement authority for the Village in all matters pertaining to the Building Code of the Village.

(b) The Mayor is hereby authorized to enter into a contract with the County in a form and manner consistent with this chapter.
