It shall be the duty of any person who is the owner or agent of the owner of any lot or parcel of land fronting on any street, avenue or public ground of the Village, in part of which are planted and growing trees, to keep such trees trimmed, as follows:
(a) All trees having a diameter at the base of eight inches or more shall be trimmed up to fifteen feet from the ground.
(b) All trees having a diameter of six to eight inches at the base shall be trimmed up to twelve feet from the ground.
(c) All trees having a diameter of four to six inches at the base shall be trimmed up to ten feet from the ground.
(d) All trees, shrubs and plants that have dead, decayed or broken tree limbs shall be kept trimmed or removed so that the same shall not fall onto a public street or sidewalk.
(e) Owners shall trim or remove such trees, shrubs and plants as may be necessary to provide a clear and unobstructed view of traffic from all directions at street intersections and where driveways enter the Village streets.
