§ 50.042 GREASE, OIL AND SAND INTERCEPTORS.
   (A)   Grease, oil and sand interceptors shall be provided when, in the opinion of the Utility Director, they are necessary for the proper handling of liquid wastes containing floatable grease in excessive amounts as specified in §§ 50.040 and 50.046 or any flammable wastes, sand or other harmful ingredients; except that such interceptors shall not be required for private living quarters or dwelling units.
   (B)   Grease interceptors are a mandatory requirement for food service facilities in the City. The interceptors are required to be an in-ground unit with a minimum 1,000-gallon capacity.
   (C)   In case of a remodel where space does not allow for an in-ground unit, then considerations could be made for an alternate unit with requirements to have them cleaned more often to function properly per the discretion of the Utility Director.
   (D)   All interceptor units shall be of type and capacity approved by the Utility Director or City Engineering Department and shall be located as to be readily and easily accessible for cleaning and inspection. Such interceptors shall be inspected, cleaned, and repaired regularly, as needed, by the user at their expense.
   (E)   The owner shall be responsible for the following maintenance requirements:
      (1)   Proper removal and disposal by appropriate means of the captured material.
      (2)   Maintain on-site the records of the dates and means of disposal which are subject to review by the Utility Director.
      (3)   Any removal and hauling of the collected materials not performed by owner's personnel must be performed by currently licensed waste disposal firms.
   (F)   All grease, oil and sand interceptors are subject to inspection by the Utility Director or authorized representative. Owners are responsible for inspection fees in accordance with the City of Noblesville Fee Schedule.
   (G)   All owners are required to open interceptors for visual inspection by the Utility Director of authorized representative. The owner is responsible for maintaining the necessary tools onsite to open the interceptor.
   (H)   (1)   If the inspection indicates improper maintenance, lack of documentation, improper disposal, or the owner fails to open/expose the interceptor for inspection, the owner will be issued a Notice of Violation and could be subject to fines per the discretion of the Utility Director.
      (2)   The owner has 30 days to implement the corrective actions described in the Notice of Violation.
   (J)   The owner will be subject to re-inspection and associated fees by the Utility.
   (K)   Commercial and industrial users that discharge wastewater that may exceed the prohibited discharges in § 50.041, shall submit wastewater discharge information to the Utility Director for discharge approval as described in § 50.060. Prohibited discharges include, but are not limited to, wastewater with high or low pH, heated, excessive BOD, TSS or total phosphorus.
   (L)   Special users will include, but are not limited to, breweries, wineries, dry cleaners, restaurants, personal care or nursing homes, food processing facilities, funeral homes, automobile and vehicle repair shops, and strip malls.
