§ 91.10 PRIVATE COLLECTORS; PERMIT REQUIRED.
   (A)   No person shall engage in the business of hauling any ashes, trash, or debris over or along any of the streets or alleys of the city without first having applied for and obtained a license to do so from the mayor. The fee for such license shall be $10 payable at the time of the filing of the application. The license shall be for a one-year period commencing on the date that the license is issued.
   (B)   The mayor shall have the right to refuse a license to any person who shall not have the equipment required by § 91.11, who shall have been convicted of a violation of §§ 91.10 through 91.13, or who shall have failed to comply with any regulation of the board of public works and safety.
