No person shall haul any ashes, trash, or debris over or along any of the streets or alleys of the city in any vehicle which shall not have a bed or carrying capacity of at least 20 cubic feet, and no person shall be eligible to engage in the business of hauling such materials unless he has at his disposal a vehicle of such capacity.
