Upon the basis of an engineering and traffic investigation by the Traffic Committee, maximum speed limits are hereby determined and declared reasonable and safe on the streets (or parts to streets), described in Chapter 78, Schedule I, as from time to time amended by resolution of the Council duly adopted, when signs are erected giving notice thereof.
