The common council of the city classifies by rank the members of the fire department of the city as:
(A) Fire Chief. The highest rank of any member of the Fire Department appointed by the Mayor to serve at the pleasure of the Mayor, whose function will be to direct, supervise, and control the activities of the Fire Department. The Chief shall have sole and exclusive control over all members of the Fire Department, subject to the direction of the Mayor and Board of Public Wotks and Safety. A member must have served 5 full years on the Department before being appointed to the position of Fire Chief.
(B) Assistant Fire Chief. The second highest rank of the Fire Department, appointed by the Fire Chief with the approval of the Board of Public Works and Safety, whose functions and duties will be to direct the activities of the fire force in the absence of the Chief, and who shall perform such other duties as may from time to time be defined by the rules and regulations of the Fire Department of the city or as prescribed by the Fire Chief. A member must have served 4 full years on the Department before becoming an Assistant Fire Chief.
(C) Fire Investigator. The position of Fire Investigator shall be appointed by the Fire Chief with the approval of the Board of Public Works and Safety. The Fire Investigator shall perform such other duties as may from time to time be defined by the rules and regulations of the fire department or by direction of the Fire Chief. The Fire Investigator shall have the power to enforce and issue summonses for any violation of the Noblesville Municipal Code and State Fire Code that is related to fire prevention and enforcement or safety (such as, but not limited to, fire code violations, illegal burning, illegal parking that blocks a fire land or fire hydrant, etc.). In order to be appointed a Fire Investigator, a member of the department must have served three full years on the department. Full time Fire Fighters employed by the fire department that are assigned to duties as "Fire Investigator" may maintain status as a Noblesville Reserve Police Officer to assist in the execution of their fire prevention/enforcement/safety duties provided they meet the criteria set out by state statute for appointment as a Reserve Police Officer and meet any additional qualifications and/or training directed by the Chief of Police. The authority of a Fire Investigator is for Noblesville Municipal Code and State Fire Code violations only.
(D) Fire Inspector. The position of Fire Inspector shall be appointed by the Fire Chief with the approval of the Board of Public Works and Safety. The Fire Inspector shall perform such other duties as may from time to time be defined by the rules and regulations of the fire department or by direction of the Fire Chief. The Fire Inspector shall have the power to enforce and issue summonses for any violation of the Noblesville Municipal Code and State Fire Code that is related to fire prevention and enforcement or safety (such as, but not limited to, fire code violations, illegal burning, illegal parking that blocks a fire lane or fire hydrant, etc.). (E) Training Officer. The position of Training Officer shall be appointed by the Fire Chief with the approval of the Board of Public Works and Safety. The Training Officer shall perform such other duties as may from time to time be defined by the rules and regulations of the fire department or by direction of the Fire Chief.
(F) EMS Director. The position of EMS Director shall be appointed by the Fire Chief with the approval of the Board of Public Works and Safety. The EMS Director shall perform such other duties as may from time to time be defined by the rules and regulations of the fire department or by direction of the Fire Chief.
(G) Battalion Chief. There shall be three Battalion Chiefs. The positions of Battalion Chief shall be appointed by the Fire Chief with the approval of the Board of Public Works and Safety. The function of the Battalion Chiefs shall be to direct the activities of the fire department in the absence of the Chief and/or the Assistant Chief. The Battalion Chiefs shall perform such other duties as may from time to time be defined by the rules and regulations of the fire department or by direction of the Fire Chief. In order to be appointed a Battalion Chief, a member of the department must have served four full years on the department.
(H) Captain. Any member of the Fire Department of the city appointed by the Fire Chief with the approval of the Board of Public Works and Safety, who shall perform such functions and duties as may from time to time be defined in the rules and regulations of the Fire Department of the city. There may be as many Captains as may be determined by the Board of Public Works and Safety. A member must have served 3 full years on the Department before becoming a Captain.
(I) Lieutenant. A member of the Fire Department of the city appointed by the Fire Chief with the approval of the Board of Public Works and Safety, who shall perform such functions and duties as may from time to time be defined in the rules and regulations of the Fire Department of the city or by direction of the Fire Chief. A member must have served 2 years in the Department before, becoming a Lieutenant.
(J) Corporal. Any member of the Fire Department of the city appointed by the Fire Chief with the approval of the Board of Public Works and Safety, who shall perform such functions and duties as may from time to time be defined in the rules and regulations of the Fire Department of the city or by direction of the Fire Chief. There may be as many Corporals as may be determined by the Board of PublicWorks and Safety. A member must have served at least 2 full years on the Department before becoming a Corporal.
(K) Senior Fireman. A member of the Fire Department who has had 5 years' service on the Department who does not hold the rank of Fire Chief, Assistant Fire Chief, Captain, Lieutenant, or Corporal, and whose functions and duties shall be defined by the rules and regulations of the Fire Department or by direction of the Fire Chief.
(L) Fireman First Class. A member of the Fire Department who has had at least 4 years' service but less than 5 years of service, whose functions and duties shall be defined by the rules and regulations of the Fire Department or by direction of the Fire Chief, and who does not hold the rank of Fire Chief, Assistant Fire Chief, Captain, Lieutenant, or Corporal.
(M) Pipeman. A member of the Fire Department who has had less than 4 years' service and whose functions and duties shall be defined by the rules and regulations of the Fire Department or by direction of the Fire Chief.
(N) Probationary Fireman. A member of the fire department who has less than one year of service and whose functions and duties shall be defined by the rules and regulations of the Fire Department or by direction of the Fire Chief.
