(A) On and after October 15, 2015, there is hereby imposed and shall be collected an emergency services user fee for the provision by the city of emergency services, such fee to be administered as directed in this subchapter; provided, that the following are exempt from the emergency services user fee:
(1) Residents of the city;
(2) Residents of any other municipality in the state that has entered into an automatic aid agreement with the city;
(3) Nonresident owners of property situated in the city; provided, that this exemption shall only apply to emergency services provided to the nonresident owner’s property located in the city; and
(B) On and after October 15, 2015, there is hereby imposed and shall be collected a fire protection service fee as described in § 39.048.
(C) On and after October 15, 2015, there is hereby imposed and shall be collected a fire service user fee as described in § 39.049.
(D) On and after October 15, 2015, there is hereby imposed and shall be collected an incident response user fee as described in § 39.050.
(E) All emergency services user fees, fire protection service fees, fire service user fees and incident response user fees received by the city shall be used to pay for fire department equipment, materials, apparatus, facilities and firefighter pensions.
