§ 113.15 REQUIRED.
   (A)   It shall be unlawful for any person to operate or employ, assist or enable others to operate a taxicab upon and over the streets of the town or between the town and any unincorporated place within five miles of the town without having first applied for and secured from the Town Council a certificate of convenience and necessity as provided in this subchapter.
   (B)   A person operating a taxicab as an employee of one holding a duly issued certificate of convenience and necessity shall be subject to the provisions of §§ 113.45 through 113.52 and to other applicable provisions of this chapter, but need not hold a certificate of convenience and necessity.
