§ 113.52 APPEALS.
   Any person refused a driver’s permit or renewal thereof or whose driver’s permit has been revoked, or whose vehicle operating privilege has been revoked may appeal that revocation to the Town Manager. Such appeals must be filed in writing with the Town Clerk not more than seven days following notice of the refusal or revocation of the permit. The Town Manager shall here the appeal within 30 days of the date of it being filed with the Town Clerk, and the Town Manager shall render a decision within seven days after the date of such hearing. At such hearing, the rules of evidence as practiced in the courts of the state shall not apply. The appellant may be represented by counsel at such hearing. If the appellant wishes to be so represented, he or she shall notify the Town Clerk at least three days before the date set for the hearing. The appellant may present witnesses and evidence relevant to the appeal. The decision of the Town Manger shall be final.
