It shall be unlawful for any person to hunt, kill or trap any birds within the territorial limits of the city; provided, however, that this prohibition shall not include or protect any bird declared a pest by the appropriate agencies or departments of the state, nor shall the protection of this prohibition extend to birds designated by the Council.
