There shall be a chief of police and street commissioner, each of whom at the time of his election shall be entitled to vote for the members of the common council, each of which officials shall be elected by the qualified voters of said city of New Martinsville and shall hold office for the period of four (4) years from the date fixed in section 9-(a), and until his successor is elected and qualified.
