All such rates or charges, if not paid as herein required, may be reduced to a judgment lien upon the premises served by such system or works as follows: If such rates or charges are not paid within ninety days of the due date, then the amount then due, together with a penalty of ten percent, may be recovered by the board in a civil action filed in the name of the City. Any judgment rendered in favor of the plaintiff shall constitute a lien upon the user’s premises.
