929.01  WATER.
   (a)   Rules and Regulations for the Government of Water Utilities, adopted by the Public Service Commission of West Virginia, and now in effect, and all amendments thereto and modifications thereof hereafter made by said Commission.
   (b)   Applicability.  Applicable in entire territory served commencing May 1, 2011.
   (c)   Availability.  Available for general residential, commercial, industrial and sale for resale (non contract) water service.
   (d)   Rates (Customers with Metered Water Supply).

   (g)   Water Rates Common to All Schedules.
      (1)   Quarterly or bi-monthly billing.  The above rates and charges may be adjusted to a quarterly or bi-monthly billing basis, providing no lower charges apply.
      (2)   Returned check charge.  A service charge of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank for any reason.
      (3)   Delayed payment charge.  The above schedule is net.  On all accounts not paid in full when due, ten percent (10%) will be added to the net current amount unpaid.  This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.
      (4)   Disconnect/reconnect administrative fee.  Whenever water service has been disconnected for non-payment, a disconnection fee of $25.00 shall be charged; or in the event the delinquent bill is collected by the water department in the field, an administrative fee of $25.00 shall be charged.  A $25.00 reconnection fee will be assessed for each occurrence where water service is restored, after water service has been terminated for non- payment.
      (5)   Tap fee (up to and including 1 inch service).  The following charges are to be made whenever the utility installs a new tap to serve an applicant.
      (6)   A tap fee of $150.00 will be charged to customers applying for service before construction is started in connection with an extension.  This pre- construction tap fee will be invalid after construction commences.
      (7)   A tap fee of $350.00 will be charged to all customers who apply for service outside of an extension for each new tap to the system.

      (8)   Leak Adjustment. $1.00 per 1,000 gallons is to be used when a bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter.  This rate shall be applied to all such consumption above the customer’s historical average usage.
      (9)   Multiple service rates.  When more than one unit of space is served through a single meter, the monthly combined bill shall not be less than the minimum charge for the size meter installed times the number of separate units of space occupied during the month.
