All connections for the utilization of water during construction periods, either by the contractor building a structure or other person constructing a building, including the owner thereof, a temporary service connection shall be installed upon the request of such contractor or other person making such application. The fee for the utilization of such temporary connection shall be $29.00 a month until the house or building is completed and/or occupied by the owner and the City so notified, after which such charge shall be regulated by the existing water rates of the Public Service Commission on file in the office of the Municipal Utilities of the City.
