(A) All owners of lots of record within the municipality shall pay the following rates per unit for each water and/or sewer tap-in permit issued.

(B) All owners of lots of record outside the municipality shall pay the following rates per unit for each water and/or sewer tap-in permit issued.

(C) Tap-in permits adaptable to the water or sewer system of the municipality shall not be transferable at any time from one lot of record to any other lot of record.
(D) All tap-in permits are void after six months of issue.
(E) No refund shall be made by the municipality for any expired water and/or sewer permit.
(F) Water and sewer tap-in fees shall be paid in full prior to the actual tap-in to either the water or sewer systems being made.
