The village shall look directly to the owner of the premises served with garbage and recycling collection for the payment thereof, and in the event of default of payment, the village shall have a lien upon the premises to secure payment of the amount due. If any monthly garbage statement is not paid in full on or before the thirtieth day after issuance, a penalty of 10% of the total charges shall be assessed thereon.
