The administration of this article is vested in and shall be exercised by the City Clerk who shall prescribe forms and reasonable rules in conformity with this article for the making of returns and for the ascertainment, assessment and collection of the taxes imposed hereunder. Except as required or permitted in Section 731.16, the enforcement of any of the provisions of this article in any of the courts of the State, or the City shall be under the jurisdiction of the City Clerk. The City Attorney shall act as legal counsel for the City in all collection or enforcement matters that require the assistance of legal counsel, and the City Attorney shall be compensated for such services at a rate to be determined by Council, the compensation to be in addition to his regular salary as City Attorney.
