(a) It is hereby found that the City Manager, pursuant to Section 4b.c. of the Charter of the City of New Cumberland, has broad authority and responsibility with respect to the enforcement of ordinances of the City, including, but not limited to ordinance provisions relating to the assessment and collection of taxes. Further, the City Manager has responsibility under the Charter to administer the fiscal affairs of the City, which responsibility oversight of the administration and collection of taxes. Accordingly, the City Manager is hereby appointed as the agent of the City Clerk for the collection of delinquent taxes, delinquent license taxes and all penalties.
(b) The City Clerk shall provide a report in writing to the City Manager on a monthly basis setting forth all unpaid assessments, delinquent taxes, penalties and interest due, or in the estimation of the City Clerk, to be due. Such report shall provide the identity and business address of the taxpayer. Upon the request of the City Manager, the City Clerk shall provide any other pertinent taxpayer information, including returns or other documents, in the possession of the City Clerk.
(c) Pursuant to the authority granted herein, the City Manager shall take whatever action deemed necessary by the City Manager to assist in the collection of any taxes determined to be due. For carrying out of the broad authority granted and required by the Charter, the City Manager shall be permitted to engage in all of the measures set forth in Sections 731.11, 731.12 and 731.18 of this Article to aid in the collection of unpaid taxes, interest and penalties. All delinquent taxes, delinquent license taxes and all penalties so collected shall be deposited to the credit of the General Fund of the City.
