All funds and financial administration for the implementation and administration of this subchapter shall be governed by the provision of I.C. 36-7-9-14 and I.C. 36-7-9-15 and other applicable state law.

(A) In those cases in which the owners or those in possession of a building refuse inspection, and inspection, an inspection officer in the Office of Code Enforcement may obtain an inspection warrant from any court of record in the county in which the building is located in order to determine if the building is an unsafe building.
(B) The court shall issue the warrant subject to and in accordance with the provisions of I.C. 36-7-9-16.
(C) A warrant issued under this section is valid for only 48 hours after its issuance, must be personally served upon the owner or possessor of the building, and must be returned within 72 hours.

(A) The town may initiate a civil action with regard to unsafe premises for the purposes of accomplishing the objectives and purposes of this subchapter and the applicable state law.
(B) The civil action shall be governed by the provisions of I.C. 36-7-9-17 et seq.

VIOLATIONS
Any structure, razed or converted, or land or premises used in violation of any provisions of this chapter is hereby declared to be a common nuisance, and the owner of the structure, land, or premises shall be liable for maintaining a common nuisance.

This Code shall not be construed to relieve from or lessen the responsibility or liability of any person, firm, or corporation doing work for an owner for damages to persons or property caused by any defect therein, nor shall the town or the Building Commissioner be held to assume any liability by reason of the examination authorized by law or by the codes herein, or by the certificates of approval of the Building Commissioner.
