(A) The Clerk-Treasurer shall notify any person who owns, controls, or possesses real estate in the town and who violates § 97.09, by mailing a written notice to the last known address of the violator, which notice shall provide that the nuisance shall be abated within 10 days from the mailing of the notice.
(B) If the violator shall fail or refuse to abate the nuisance within the time specified, the Town Council is authorized to direct the Town Marshal to cause the nuisance to be abated.
(C) The expense to the town of abating the nuisance shall be paid by the town and the expense shall be a lien on the real estate owned, possessed, or controlled by the violators.
