(a) No fence or wall above the finished grade, except decorative fences or walls parallel to the front of the building not more than three feet in height and approved by the Planning Commission, shall be erected or permitted forward of the front foundation line of any residential structure or building.
(b) Except as otherwise set forth in subsection (a) hereof, there shall be no minimum setback for any fence located backward of the front foundation line of any residential structure or building.
(c) For purposes of this Section 1339.02, the term "front foundation line" shall mean the line even with the front facing foundation of the residential structure or building and extending in a straight line to the boundaries of such property.
