§ 153.33 FUTURE DEVELOPMENT AND USER FEES.
   It is contemplated that future development and site improvements will occur that will cause the creation of impervious surfaces not existing on the date of the enactment of this subchapter. Each improvement occurring after the adoption of this subchapter shall be subject to all the provisions of this subchapter. Construction of improvements in nonresidential parcels that increase the impervious area shall be subject to an increase in the drainage fee. Construction of improvements on residential parcels where no impervious surface previously existed prior to such construction shall subject such parcel to a drainage fee under this subchapter. On all residential parcels already subject to the drainage fee under this chapter, upon which additional impervious area is created, no additional drainage fee shall be imposed.
