(A) The purpose of this subchapter is to provide for the health, safety and general welfare of the citizens of the town through the regulation of non-storm water discharges to the town MS4 to the maximum extent practicable as required by federal law. This subchapter establishes methods for controlling the introduction of pollutants into the town MS4 in order to comply with requirements of the national pollutant discharge elimination system (NPDES) permit process.
(B) The objectives of this subchapter are:
(1) To regulate the contribution of pollutants to the town MS4 by any user;
(2) To prohibit illicit connections and illegal discharges to the town MS4;
(3) To control discharges to the town MS4 of spills, dumping or disposal of materials other than storm water; and
(4) To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this subchapter.
