Drainage permits shall be obtained for land alteration activity accomplished by or for a governmental unit and inspections as specified in this section shall be allowed. Fees shall be required as specified in § 152.31, except for the following:
(A) Land alteration activity for which a fee cannot be charged by the municipality because of federal or state law; or
(B) Land alteration activity accomplished by an employee or contractor of the Civil Town of Newburgh in the course of governmental, as opposed to proprietary, duties.
