§ 130.03 SPECIAL PERMIT.
   A special permit may be issued allowing the discharge of a modern shell loaded shotgun, or the discharge of black powder weapons, outside of a shooting range as described in § 130.02, only upon the following conditions:
   (A)   The shell loaded shotgun shall fire only blank rounds or discharge only number seven and one-half trap loads;
   (B)   The black powder weapon shall fire only blank loads and wadding, but no shot or ball, except shot equal to that allowed to be fired by a shell loaded shotgun;
   (C)   The discharge of such shotgun or black powder weapon shall be only into an open field or area in a direction which is unobstructed by any building, structure, play area, park, street, alley or roadway for a distance of 150 yards from the point of discharge; and
   (D)   Such permit may not be longer than three days in duration.
