Any person, firm or corporation may obtain an annual permit to discharge, or allow the discharge, of firearms at the shooting range who owns or controls an indoor shooting range constructed for that purpose and constructed such that:
(A) No projectile discharged from any firearm therein may travel beyond the confines of such range, and
(B) All noise associated with the discharge of such firearm shall be contained inside the building housing such range.
