The Police Department impounding an animal under this section shall immediately give notice in writing of such act on his or her part, by delivery said notice to the owner if known to him or her, or if not know, by posting in three public places in said town, stating in said notice the place such animal is impounded, when and for what reason taken up, a description of the animal, and in case of posted notices, that the owner thereof is unknown to him or her.
