Any person riding or operating a bicycle shall yield the right-of-way when:
(A) A pedestrian is crossing or about to cross a roadway or in a crosswalk or intersection when the signal light changes;
(B) A vehicle is stopped to yield right-of-way to a pedestrian or another vehicle; and
(C) A blind person with a cane or guide dog is crossing any roadway or intersection.
