§ 95.21 CONSTRUCTION SPECIFICATIONS.
   It is determined to establish the below listed specifications for the constructing, replacing or repairing of any and all sidewalks in the village:
   (A)   All sidewalks shall be constructed of at least six bag mix concrete per cubic yard.
   (B)   The width of new sidewalks shall be a minimum of four feet unless otherwise approved, which approval may be granted in certain instances to conform to existing walks.
   (C)   The street edge of the new sidewalk shall form a straight line with the outer or street edge of adjoining walks on each end regardless of any difference in overall width.
   (D)   The location of all newly constructed or replaced sidewalks will provide for a minimum of two feet for a tree lawn between the sidewalk and the street where possible. In the case where the new sidewalk must abut the street, the construction of the sidewalk must provide for and include a six-inch curb with a 12-inch footer.
   (E)   All new sidewalks will be a minimum of four inches thick.
   (F)   Where a sidewalk does cross a driveway, it must be a minimum of six inches thick.
   (G)   Grading of new sidewalks shall provide proper drainage which shall necessitate a slope of at least one inch in either direction side to side for each four feet in width of the new sidewalk to facilitate best drainage.
   (H)   Grading of new sidewalks shall conform to street level where possible, except no grade will slope more than one inch for each one foot in length of new sidewalk.
   (I)   Where no sidewalk presently exists, the location of new sidewalks will be determined by the Sidewalk Committee.
   (J)   Owners of residential property should take notice that the State of Ohio has in certain instances established specifications for the replacing or repairing of sidewalks and in the event that any such state requirements are more exacting or extensive that the within specifications, said state requirements shall take precedence over the specifications established herein.
   (K)   Any sidewalk panels with an elevation of one-half inch or more shall be repaired in accordance with §§ 95.20 to 95.23 and § 95.99.
