(A) These regulations shall not require the removal, lowering, or other change or alteration of any structure or vegetation not conforming to the regulation as of the effective date of §§ 93.01 et seq. Nothing in §§ 93.01 et seq. shall require any change in the construction, alteration, or intended activity of any structure, the construction or alteration of which was begun prior to the effective date of §§ 93.01 et seq. and is diligently prosecuted.
(B) Notwithstanding the provisions of division (A) above, the owner of any existing obstruction or vegetation that is a hazard to air navigation is hereby required to permit the installation, operation, and maintenance thereon of whatever markers and lights deemed necessary by the Federal Aviation Administration, the South Carolina Division of Aeronautics, or by appropriate county officials, to indicate to the operators of aircraft in the vicinity of the airport the presence of that air navigation obstruction. These markers shall be installed, operated at the expense of the airport owners.
