(A) Any person who operates any type of motor vehicle on any floodwall which is under the control of the New Albany Flood Control District shall be subject to the penalty described in § 70.99.
(B) It shall not be a violation of this section to use an official public roadway, or for any official to do so in any manner for the purpose of inspection or repair.
