All electricity consumed shall pass through a meter furnished by the city. If any device is attached in such a way as to permit the consumer to receive electricity without passing through the meter, the device shall promptly be confiscated. An effort shall be made as soon as practical to determine the amount of electricity wrongfully taken and the consumer shall be charged therefor. Whoever violates this chapter is guilty of a misdemeanor.
