The notice described in subsection 8-2-3B of this chapter may be given orally to the registered owner or keeper or to any member of his household above the age of ten (10) years; and upon claiming an impounded dog, the owner or keeper shall pay to the city clerk a charge of twenty dollars ($20.00) for the impoundment of said dog; further, said owner or keeper shall be responsible for any costs that may accrue to the Hancock County pound in Carthage, Illinois, as a result of said dog being impounded in Carthage, Illinois.
