§ 152.150 SPECIAL USE.
   (A)   (1)   Special uses may include, but are not limited to, public and quasi-public uses effected with the public interest, uses which may have a unique, special or unusual impact upon the use or enjoyment of neighboring property, and planned developments.
      (2)   A use may be a permitted use in one or more zoning districts, and a special use in one or more other zoning districts.
   (B)   The following uses of land or structures, or both, may be permitted in any use district, subject to the provisions of this chapter:
      (1)   Airport, landing field, or landing strip;
      (2)   Areas for the dumping or disposal of trash or garbage;
      (3)   Bus terminal, railroad passenger station, or any other transportation terminal facilities;
      (4)   Cable television control station or plant;
      (5)   Cemeteries, crematories, or mausoleums;
      (6)   Churches and accessory buildings used for religious teaching;
      (7)   Golf courses, public or private;
      (8)   Hospitals, care centers, or sanitariums;
      (9)   Institutions for the care of the mentally handicapped;
      (10)   Municipal or privately owned recreation building or community center;
      (11)   Nursery schools, day nurseries, and child care centers;
      (12)   Parking area, public;
      (13)   Police stations, fire stations or place for storage of municipal equipment;
      (14)   Public administration building, auditorium, gymnasium, or any other publicly-owned structure;
      (15)   Public or private park or playground;
      (16)   Public utility facilities (i.e., filtration plant or pumping station, heat or power plant, transformer station, and other similar facilities);
      (17)   Radio and television antenna towers, commercial;
      (18)   Railroad right-of-way;
      (18)   Schools, public or private; and
      (19)   Telephone exchange.
   (C)   A special use shall be permitted only after a public hearing before the Board of Appeals with prior notice thereof given in the manner as provided in § 152.153 (A) and (B).
   (D)   A special use shall be permitted only upon evidence that such use meets standards established for such classification in the ordinances, and the granting of permission therefor may be subject to conditions reasonably necessary to meet such standards.
   (E)   Any proposed special use which fails to receive the approval of the Board of Appeals shall not be approved by the City Council except by a favorable majority vote of all aldermen of the city then holding office.
   (F)   A planned unit development may only be constructed in an R-2 General Residence District upon issuance of a planned unit development special use permit as provided in §§ 152.165 and 152.165.
