(A) The Health Officer is authorized to make and, after a public hearing has been held in accordance with the laws governing the conduct of public hearings by the Health Officer of this city, to adopt such written rules and regulations as may be necessary for the proper enforcement of the provisions of this subchapter; provided that, such rules and regulations shall not be in conflict with the provisions of this subchapter.
(B) The Health Officer shall file a certified copy of all rules and regulations which he or she may adopt with the City Clerk. Such rules and regulations shall have the same force and effect as the provisions of this subchapter.
(C) The penalty for violation of such rules and regulations shall be the same as the penalty for violation of the provisions of this subchapter, as provided in § 150.99(D).
