§ 92.037 STANDARDS FOR EQUIPMENT AND STORAGE FACILITIES.
   (A)   No storage tanks shall be placed underground; all tanks of more than 50 gallons water capacity shall be at least 18 inches above ground at the lowest point and all tanks of more than 50 gallons’ water capacity shall be five feet from any building.
   (B)   No storage tank or receptacle of any kind which is of a stationary character having a water capacity of more than 500 gallons shall be used within the city limits, except for bulk plants, which will be allowed in both B-1 and M-1 zoning districts, provided they can meet all standards and setbacks as stated in NFPA 58.
   (C)   All tanks shall be set on poured-concrete foundations, and all tanks of more than 50-gallon water capacity shall be set on such poured-concrete foundations and/or footings. Foundations or footings for such tanks exceeding 50 gallons’ water capacity shall be poured and placed to solid footing not less than two feet below the surface of the ground.
   (D)   All underground lines to and from any tank shall be buried with not less than 30 inches coverage of dirt or other protective material, and all such underground lines shall be of black pipe, tarred, and wrapped, or of Type K copper tubing; all such underground lines shall be tested to not less than 60 pounds’ air pressure, such testing to be under the supervision of the City Utility Superintendent, or other official designated to make such inspections by the City Council, and provided that such inspector shall be paid the sum of $2 for each inspection of underground lines.
   (E)   All underground pipes shall be brought to the surface of the ground, and shall extend at least 14 inches above the surface of the ground before entering any building.
   (F)   Upon approval by the City Council, no liquid takeoffs shall be affixed to or used on any stationary storage tank or receptacle within the city, except for bulk plants, which will be allowed in both B-1 and M-1 zoning districts. Said take-off shall be fenced, shall be five feet from any structure, and no less than 20 feet from the property line.
   (G)   Regulators are to be above ground, and securely covered.
