Upon receiving the approval of the State Department of Public Health, and until further direction of the City Council, the Waterworks and Sewerage Department is authorized and directed to provide the means and to proceed with the addition of approximately one and not more than one and one-half parts of fluoride to every million parts of water being distributed in the water supply system of the city.
