§ 91.057 PLACING OR ERECTING BUILDING UPON PUBLIC GROUNDS.
   No person shall erect or place any building, in whole or in part, upon any street, alley, or sidewalk, or other public grounds in the city under penalty as set forth in § 10.99, and shall be liable for all costs that may be incurred in removing the same.
