§ 91.052 EXCAVATED EARTH OBSTRUCTING STREETS.
   When it is necessary in grading or repairing any street or alley within the city to remove the earth from any street alley for that purpose, the Mayor under the direction of the City Council is authorized to cause such earth to be removed to such place as he or she may deem for the interest of the city.
