§ 91.046 OBSTRUCTING SIDEWALK; REMOVAL NOTICE AND PROHIBITIONS.
   (A)   Removal notice; refusal to comply. It is unlawful for any person or persons to place or keep upon the sidewalk of the public streets of the city any obstructions that may hinder free passage of persons on the same and the Chief of Police shall notify all persons offending against this section to remove such obstruction forthwith, and upon his, her, or their refusal to comply with the notice within six hours, the Chief of Police shall cause such person to be brought before a police magistrate or justice of the peace of the city to answer such offense and, upon conviction, shall be punishable as set forth in § 10.99 .

   (B)   Beyond three feet prohibited. No person shall place or cause to be placed upon any sidewalk within the city any goods, wares, or merchandise, for sale or show, beyond three feet from the front of the lot where such goods may be exposed.

   (C)   Leaving filth; prohibited.
      (1)   No person shall obstruct or encumber any street, avenue, or alley of the city, with any merchandise, fuel, or other articles longer than may be necessary in the diligent removal of the same.
      (2)   No person shall throw, place, or leave or cause or permit to be thrown, placed, or left, any ashes, dirt, grasses, leaves, filth, or rubbish in or upon any street, avenue, alley, or sidewalk of the city in front of or adjoining any building or premises owned or occupied by him or her or subject to their control.

   (D)   Merchandise containers; prohibited. Whoever within the city limits places or causes to be placed upon the sidewalk more than three feet from the wall of the building in which business is done, any box, barrel, coop, or keg or material of any kind or anything, in which merchandise has been or may be shipped and allow the same to remain six hours after notice from the Chief of Police, shall be deemed guilty of a misdemeanor and upon conviction be punishable as set forth in § 10.99 .
